Sixth Country Programme for Children (CPC 6)
The Sixth Country Programme for Children (CPC 6), a program of the United Nations Children’s Fund (UNICEF) , is a 5-year multi-sectoral integrated program of cooperation which is aimed at placing the rights and welfare of children at the center of development priorities of the country. It also implement and advocate plan of action for the child-friendly movement (CFM) which addresses all key issues through the life-cycle of children within the family and the Filipino society. The work plans have been formulated in close coordination between the Provincial Government and line agencies following the Human Rights Based Approach to Programming and Results Based Management to benefit the focus areas of the province with a particular emphasis on the most disadvantaged groups and strengthens the inter-sectoral linkages across sector programs.
The front-liners in implementing CPC 6 program in the province are the Department of Education, Department of Interior and Local Government, Provincial Planning and Development Office, Provincial Health Office, Provincial Social Welfare and Development Office, Provincial Information Office, and Philippine National Police.
UNICEF is helping health programs by giving supplies, equipments, drugs, medicines, IEC materials, financial assistance for the capability building of personnel, and monitoring of programs and projects. In 2007, the program has released cash assistance amounting to P5,855,465.00 for the six (6) program components. Distribution of supplies and materials for elementary schools was also continued. Allocation for health and nutrition component will fund the different projects, to wit; Child Health and Sanitation, Undernutrition and Micronutrient Deficiencies Control, and Adolescent and Maternal Health. On HIV/AIDS, Promoting Supportive and Enabling Environment for HIV/AIDS Preventions and HIV Prevention targeting adolescents, pregnant women, youth-in-schools, and at-risk children were the activities to be funded.
Education component is divided into Early Childhood Care and Development and Child-Friendly School System. Another component is Children in Need of Special Protection with budget allocations for protective services for children affected by abuse, exploitation and trafficking, upholding the rights and welfare of children affected by armed conflicts, legal protection and justice system for children, networks and systems for children protection.
The Local Policy and Institutions Development have three projects, namely: local law, planning and policy advocacy, Local Institutionalization for Child-Friendly Governance, and Local Accountability for Children. Communication component on the other hand, lays-out the following projects: Child Rights Advocacy and Participation, Media Advocacy and Mobilization, Communication for Behavioral Change, and Goals Monitoring and Advocacy.
