Provincial Human Resource
The Provincial Government of Bukidnon has a total human force of 2,246 employees, consisting of 15 elected officials, 1,073 civil servants having permanent positions, 219 personnel on casual basis and 813 job order employees. There are also 16 employees with co-terminus appointments, 8 employees on honorarium basis, 86 contractuals and 1 temporary employee. Aside from these, there are also 15 personnel who are devolved to the different municipalities and cities of the province.

Currently there are 15 Provincial offices headed by Department Heads, eight Provincial Hospitals with designated Chiefs of Hospital and four special programs handled by Program Managers. The general functions of these offices are enumerated below:
Provincial Governor’s Office (PGO). The Chief Executive of the province exercises powers and performs duties and functions for the efficient, effective and economical governance for the general welfare of the province and its inhabitants.
Divisions and Offices under the Provincial Governor’s Office
Provincial Indigenous Cultural Communities Affairs Division (PICCAD). The newly created Indigenous Affairs Division under the Provincial Governor’s Office is to establish and maintain linkages with the different tribes of the province to empower them, to enhance their cultural heritage while participating in the mainstream of society.
PICCAD seeks to provide services to the Indigenous People. This way, the Provincial Government will be able to address issues and problems related to the implementation of the IPRA Law, particularly on ancestral domain claims and other services for this group.
The division is manned manned with the Supervising Administrative Officer, the division head. A total of twelve personnel are assigned to this office, including the division head, to wit: 2 Administrative Staff, 3 Section Heads with 2 staff per section.
Civil Security Unit (CSU). The CSU is tasked to protect the lives and properties of the provincial government, monitor, supervise and inspect the security guard posts. It includes inspection of all provincial-owned lots and monitoring of squatter activities. They also conduct investigations upon instruction of higher officials on any untoward incidents, loss or damage of properties of the provincial government and its personnel and provides security escort to VIP’s and other public officials per approved request.
Public Affairs, Information and Assistance (PAIA). This division is tasked to provide correct information on the thrusts and projects of the provincial government through broadcast and print media. Through them, the public is made aware of all the activities and transactions of the LGU. It also coordinates and assists in the implementation of programs and projects of both national and local government units.
Radio Communication. This division is tasked to provide direct communication services throughout the LGUs of the province through radio communication. It is manned by 33 personnel of which 21 were assigned to the different municipalities and one city and three (3) others were detailed to different offices. While two (2) others are assigned to the radio repeater station in Mt. Kitanglad.
Provincial Detention and Rehabilitation Center (PDRC). It is tasked with the custody and safekeeping of inmates for their own protection, safety or care; and security from harm, injury or danger for the liability they have committed. The detention is provided to allow the judiciary to perform its function of sentencing or reaching a decision with regard to the offense committed by the detainees.
Bukidnon Environment and Natural Resources Office (BENRO). To implement and enforce policies and programs on the devolved (transferred) functions and responsibilities of the Department of Environment and Natural Resources to the Local Government Units, particularly on forestry, mines and geo-sciences protected areas and wildlife, community watershed protection and management, environmental (pollution control), land management and other environmental related activities for a sustainable management and development of the environment and natural resources within the province of Bukidnon.
Population Development (PopDev). The office assists the local chief executive in the implementation of the constitutional mandate relative to population development and responsible parenting through the promotion of concepts designed to raise the awareness on population issues as they relate to development strategies. This is done through sustained information, communication and the maintenance of viable structures.
Provincial Tourism Office. Oversees and coordinates tourism activities of the province as well as national and regional tourism programs and projects. Initiates and coordinates activities geared towards the preservation of the Bukidnon culture and monitors the development and maintenance of tourist spots and business establishments.
Bids and Awards Committee. The Bids and Awards Committee (BAC) is a separate division under the Provincial Governor’s Office. It was created through Republic Act No. 9184 and implemented in the province through an Executive Order. It is responsible for the bidding and awarding system of all procurements of the provincial government and is headed by a committee with the help of the Secretariat and Technical Working Group.
Provincial Project Monitoring Committee (PPMC) – The committee was created through EO No. 43 of the Provincial Governor dated January 12, 1995 in compliance with Memorandum No. 175 from the Office of the President last May 25, 1988. It’s main function is to monitor and inspect all programs and projects implemented by the provincial government both from local and sourced out funds.
Provincial Administrator’s Office. The office supervises and coordinates all activities of the various offices in the province including planning directions and control administrative functions of the different offices under the Office of the Provincial Governor.
Office of the Secretary to the Sanggunian. It is responsible for the provision of a sanggunian secretariat and maintenance of provincial archives. To fully implement its functions, the office is manned by 32 personnel.
Human Resource Management Office (HRMO). The HRMO shall take all personnel actions in accordance with the constitutional provisions on civil service, pertinent laws, rules and regulations thereon, including such policies, guidelines and standards as the Civil Service Commission may establish.
Provincial Economic Enterprise Development and Management Office (PEEDMO). The office is responsible for the control and supervision of the financial operation – revenue generation, collection strategies, and formulation of accounts among others – of all income centers of the provincial government. It is also tasked to formulate economic development plans/proposals and policies for the province. This to include the 8 Bukidnon Provincial Hospitals, three of the special programs of this administration were also considered as income centers. These are the Provincial Indigency Health Program, Provincial Livelihood Program and Provincial Housing & Resettlement Program.
8 Bukidnon Provincial Hospitals (BPH)
BPH – Malaybalay City; BPH – Talakag; BPH – Kibawe; BPH – Maramag; BPH – Kalilangan; BPH San Fernando; BPH – Malitbog; BPH – Manolo Fortich – One of the thrusts of this administration is to give quality health service to the public. This goal is further improved with the operation of the new BPH Manolo Fortich and BPH Maramag. These hospitals serve as the primary health care resource in the locality with emphasis on health promotion, disease prevention and provision of a wide range of medical and health related activities.
Provincial Indigency Health Program (PIHP). The project aims to provide a comprehensive health care delivery system to achieve a healthy constituency through an effective, efficient, accessible and equitable health care for the total development of the province. To effectively carry out this program, 15 Provincial Health Stations were established aside from the provincial hospitals with an over-all personnel complement of 139 employees.
Provincial Livelihood Program. The program aims to increase the income of indigent families in the province, make available direct financial assistance for livelihood income generating projects, develop and enhance entrepreneurial skills in managing a business and develop the economic capability of the municipalities in livelihood generation, accessing government resources and in developing enterprises.
Provincial Housing and Resettlement Program. Responsible in the formulation of a plan to provide decent shelter to the underprivileged, homeless families as well as government and private employees who have formal income in the province for consideration of the Local Chief Executive and Sangguniang Panlalawigan. The office is also responsible in the promotion of the general welfare of the people of Bukidnon through participation with Municipal LGUs and Private sectors to facilitate access to housing for its constituents.
Provincial Accountant’s Office (PAO). The office is responsible for accounting and internal audit services of the provincial government. They were also mandated to apprise the Chief Executive and the Sagguniang Panlalawigan on the financial status of the LGU through the submission of financial statements. The office is also responsible for overseeing that the financial resources of the provincial government are spent on a cost-effective way.
Provincial Budget Office (PBO). The Office is responsible for inter-office coordination and assistance on budget preparation, budget integration and reports preparation for consideration of the local chief executive and the Sangguniang Panlalawigan. They also sought techniques and mechanism of control over budget execution to ensure that the local government’s resources are properly allocated.
Provincial Treasurer’s Office (PTO). The office is responsible for tax collection and information, field inspection of establishments, disbursements, cash receipts, and field supervision (technical) over municipal treasury offices in the province.
Provincial Planning and Development Office (PPDO). It is responsible for socio-economic development planning; programs and project coordination; research, monitoring and evaluation of provincial programs and projects; and coordination of development activities within the province. The office is also responsible for providing technical assistance to municipalities and cities within the province and serves as the technical arm of the provincial governor.
Provincial Assessors Office (PASSO). The office is responsible for the appraisal and assessment of all real properties within the territorial jurisdiction of the province whether taxable or exempt based. They are also mandated to exercise management control over the 20 municipal assessors and 2 city assessors.
Provincial General Services Office (PGSO). The procurement of supplies, properties and the corresponding management care, utilization, custody and disposal of supplies and/or equipments is the basic function of the office. With the establishment of the Bids and Awards Committee, the procurement function of the office was limited to the procedure of canvassing and processing of shopping documents.
Provincial Engineers Office. (PEO). The office is responsible for infrastructure planning and development, construction and maintenance, engineering services, quality control, motor pool, and field technical supervision over the city and municipal engineering offices of the province. In the pursuit of these objectives, PEO is manned by 225 personnel providing the human resource requirement of the different division workloads and activities.
Provincial Waterworks Development Task Force. Develops uncontaminated and accessible water sources, constructs and repairs water system facilities, explores ground water using drilling equipment and transfer of technology to the beneficiaries in the operation and maintenance of water system.
Provincial Health Office (PHO). The Office is responsible for the formulation of policy direction on health services, program development and implementation, sanitary inspection, health information and education, health administration, inter-agency coordination on health policies and programs for both government offices and non-governmental organization. It also has a general field supervision function over rural health units of the province.
Provincial Social Welfare and Development Office (PSWDO). The office is responsible for social welfare, nutrition and population development plans, programs and projects; adopts policies to encourage effective implementation; promotes, supports and coordinates the establishment, expansion and maintenance of social welfare, nutrition and population development; promotes, builds and strengthen people’s organization for empowerment towards effective social welfare, nutrition and population development system of the province; promotes, supports and coordinates network and facilities for identification and delivery of appropriate intervention to its constituents; and coordinates related activities in the province through sustained information, education, communication program and the maintenance of viable structures.
Legal Services Office. The office is responsible for legal research, legal opinion, investigation and prosecution, and public legal assistance. The legal officer also serves as the legal adviser of the provincial government.
Provincial Agriculture Office (PAO). The office is the front liner in the delivery of basic agricultural services geared towards productivity and profitability. It provides extension services and on-site research services and established linkages with the different LGUs, national agencies and private POs and individuals on agricultural development.
Provincial Veterinary Office (PVO). Tasked to prevent and control animal diseases, responsible for domestic animal regulation, animal protection services and consumer protection on consumable animals and animal products. This office also supervises the implementation of quarantine services and provides assistance and monitoring services to the different LGUs of the province.
