Provincial Indigency Health Program |

The Provincial Indigency Health Program (PIHP) is a priority program of the Provincial Governor aimed at answering the health care needs of the identified indigents in the province. He manifested his deep concern for the poor and the needy by making this as a top most priority and was launched during the first term of his administration. The program started as a tripartite effort of the Provincial Government, Local Government Units and the Philippine Health Insurance Corporation (PHIC). After a year of implementation, the Province with the counterpart from the PHIC, shouldered the whole cost of the health care benefits of the indigents. This ensured that the intended purpose of the program is effectively pursued.
To give total access of health care for the identified indigents, the Local Government of Bukidnon constructed 15 Provincial Health Stations to the municipalities that do not have an existing Bukidnon Provincial Hospital. These serve as outpatient benefit package centers catering particularly to the PIHP enrollees. Supporting these facilities had been the construction of referral hospitals in strategic areas in each of the three congressional districts of the province. These new and highly modern ized hospitals are envisioned to cover all the medical services needed not only for the identified indigents but also to all the constituents of the province.
Objectives:
The PIHP was conceptualized to provide affordable, accessible,
efficient and effective health care services. The province has
allocated a substantial amount from its annual budget to ensure that
health care needs of the identified indigents in the province are well
attended. This objective has evolved over a year of operation to
the current goal of providing a totally free health care
service to the indigents. Not only that these services are for free,
but also the best medical services and facilities.
Legal Basis:
The creation of such an institution is based on current and existing laws both from the National Government and the Local Government Unit of the Province. The creation was based on the following:

RA 7875 (National Health Insurance Act of 1995). An act instituting a National Health Insurance Program for all Filipinos and establishing the Philippine Health Insurance Corporation for the purpose.

Coverage:
The area coverage of the project is the two component cities and the twenty municipalities of the province. Since the start of the program, the province consistently sustains the enrolment of identified indigent households, the highest in the Philippines in terms of enrolment of the poorest of the poor.
When an indigent household is enrolled, the PIHP Card Holder and his/her dependents are assured of totally free medical services. For out-patients, the beneficiary is entitled to avail of primary consultation and laboratory services such as; chest x-ray, complete blood count, Fecalysis, urinalysis, and sputum microscopy for free. For the In-patient, he/she is entitled to avail for free: room and board; drugs and medicines; x-ray; laboratory services; professional fees; and even surgical family planning procedure.
