The Province of Bukidnon is not exempted from squatting problems experienced in the whole country, getting rid of the squatters in both private and government owned properties and those affected by government infrastructure projects is a gargantuan task, and providing resettlement sites along with decent, affordable and presentable housing units for these displaced families is the more challenging part.
To meet this challenge, the Provincial Governor on his first term of office intensified the LGU's efforts toward providing housing and resettlement facilities for homeless and displaced families. In partnership with the National Housing Authority and some private developers, the province also ventured into developing socialized housing units for formal sectors qualified for unified home lending program.

In totality, the greatest benefit the program could possibly deliver is that, it engenders dignity and self-worth among the poor and thereby promotes self-reliance through community unity, responsibility and cooperation.

Aside from the fact, that the program provides families with access to own house and lot at affordable cost, in a larger scale, the projects build not only houses but also communities with a strong sense of cooperation.
Scheme of Availment
The project was conceptualized to provide the housing and resettlement sites to four categories. Foremost, is the provision of resettlement and/or relocation sites for informal sectors such as the landless, the homeless and the underprivileged; second, is the provision of sites and services for formal sectors who may opt to build their own houses; third, is the provision of socialized housing units including lots to formal sectors from the government and private institutions; fourth, is the provision of housing for informal sector which is a combination of a "Gawad Kalinga" and "Habitat for Humanity" concept now called “Paglaum Villages”.
Coverage of the Program
The program caters to both the formal sector belonging to the government and private sector whom are active members of the GSIS, PAGIBIG and the informal sector
belonging to the 30% marginal families that are landless, homeless, and underprivileged.
Thus far, the project has covered 13 municipalities benefiting 4,098 families after construction of 1,215 housing units and provision of 2,883 service lots. The project has so far developed 29 subdivisions/ project sites in the province.
